Sir/Madam,
This is regarding distribution of DAVP’s prestigious material (booklet captioned Saal Ek Shuruat Anek) on completion of one year of present Union Government across the country in a time bound manner.
This is to bring to your kind notice that despite issuance of a no. of orders/instructions from Mail Business (Development & Operations) Division vide their letters No. 34-2/2015-D dated 29-05-2015 and 09-06-2015 and Delhi Circle (DO from CPMG, Delhi Circle to all CPMGs vide DO No. even dated 12-06-2015 and also specific instructions to the SSPOs/Division Head), it has come to the notice of Competent Authority of the Circle that many booklets are being RTS (to the Dispatching unit) which defeats the very purpose of dispatch and leads to grievance.
You will appreciate that this just a business package of the Department of Posts, where a handsome revenue is being generated/earned out of this project. It is worth mentioning that the DAVP and Delhi Postal Circle are proactive and bound to follow the instructions of the incumbent government authorities/PMO.
It is once again requested to ensure smooth and prompt delivery of the articles to the destined individual/offices i.e. to the District Magistrates, BDOs, Tahsildars, Zilla Panchayats, Gram Panchayatsthrough the concerned Divisions/L-1 Hubs as the case may be.
It was also suggested that in case the DAVP booklets received is more than the required number in any particular Division, the Division Head should/may arrange to send the excess booklets to the neighboring Division/s and vice versa in case of deficiency.
IT IS REQUESTED THAT UNDER NO CIRCUMSTANCES THE BOOKLETS ARE TO BE RETURNED TO SENDER/OFFCIE OF POSTING. SINCE NO SIGNATURE IS REQUIRED FOR THE BOOKPOST ARTICLE/S, THE ARTICLE/S MAY BE ARRANGED TO BE DROPPED IN THE PREMISES SAFELY OF THE ADDRESSEE, IF NOT ACCEPTED IN PERSON.
However, if there arises any situation where the booklets are refused delivery by any such authorities/person(s), the non-acceptance of the booklets with clear reasons thereof may please be brought to the notice of this Circle so as to apprise to DAVP accordingly and for further disposal of the refused booklets.
