Cabinet approves Revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts

The Union Cabinet chaired by Prime Minister Shri Narendra Modi today has approved the revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts. The revision in the wage structure would entail an estimated expenditure of Rs 1257.75 crore (Non recurring expenditure - Rs 860.95 crore and Recurring expenditure of Rs.396.80 crore) during 2018 -19.

3.07 lakh Gramin Dak Sevaks will be benefitted by this wage revision.

Details:

     i.         Time Related Continuity allowance (TRCA) structure and slabs have been rationalised.  The total GDSs have been brought under two categories viz. Branch Postmasters (BPMs) and other than Branch Postmasters namely Assistant Branch Postmaster (ABPMs).
   ii.         The present 11 TRCA slabs will be merged into only three TRCA Slabs with two levels each for BPMs and other than BPMs.
 iii.         Introduction of new Time Related Continuity Allowance (TRCA) will be as below:

  1. Dearness Allowance will continue to be paid as a separate component, and also revised from time to time whenever it is revised for Central Government Servants.
  2. It is decided to continue the calculation of the ex-gratia bonus by applying the calculation ceiling of Rs.7000 as basic TRCA + DA till such time a new scheme is devised.
  3. Arrears for the period 1.1.2016 to the date of implementation will be paid by increasing the basic TRCA drawn during the period by a factor of 2.57. The arrears will be paid in one instalment.
vii.       Annual increase at the rate of 3% and the same may be given on 1st January or 1st July of every year as the case may be based on the one time written request of GDSs.
  1. A new Risk and hardship Allowance has been introduced. Other allowances Viz. Office maintenance allowance, Combined duty allowance, Cash conveyance charges, Cycle maintenance allowance, Boat allowance and Fixed Stationery Charges have been revised.
Implementation strategy and targets:
The revision would result in improving the wages, allowances and discharge benefits of Gramin Dak Sevaks resulting in providing efficient & cost-effective basic postal facilities in the rural area. The proposed increased emoluments will enable him to improve his socio-economic standing.

Impact:
The Branch Post Offices are the fulcrum for provision of Communications and financial services in the village and are located in remote areas. The Post Master has to deal with large sums while making payments to customers; hence accountability is already built into his work. The enhanced remuneration will increase the sense of responsibility. Moreover, with the roll out of the India Post Payment Bank (IPPB), the CDS network is expected to play a key role in the process of financial inclusion of the rural population.

Background:

The Extra Departmental system in the Department of Posts was established more than150 years ago to provide basic, economical and efficient postal services in the rural areas where there was no justification for engaging full time regular employees. One Lakh Twenty-Nine Thousand Three Hundred forty-six (1,29,346) Extra-departmental Branch post offices are primarily manned by Gramin Dak Sevak Branch Postmasters. In addition, Gramin Dak Sevaks other than Branch Postmasters are also working in Branch, Sub and Head Post offices. The main features of the engagement of Gramin Dak Sevaks are that they work for part time ranging from 3 to 5 hours per day and supplement their income from other vocations so as to have adequate means of livelihood for themselves and their families. They remain in service up to the age of 65 years.

It is reported that some rumours spread at some places on the strike, but without any confusion and wavering and with all determination no change in the situation of the indefinite strike.

HISTORIC STRIKE ENTERS 15TH DAY

THREE LAKHS GRAMIN DAK SEVAKS DID IT

Government and Postal Board is totally indifferent. Suicides and death of GDS while on strike are reported everyday. Situation becoming out of control.Nearly 7000 GDS including 1000 ladies mobilized infront of Cheif PMG office Hyderabad and they refused to disburse till the strike is settled. Only due to the timely intervention of Ministers, MPs, MLAs and TU Leaders of Telangana the situation came under control after five hours. All the Branch Postoffices remain closed for fifteen days and they have now become Branch “Ghost” Offices. The anger and protest of striking GDs is growing day by day. If the situation goes out of control and any untoward incidents happens, the Govt and Postal Board alone will be responsible. The calculation of the Officers that believing their sugar-coated appeals, GDS will resume duty on 4th June (Monday) had gone wrong.

The attempt to reach Circle level settlements to break the unity and weaken the position of All India Leadership of the striking GDS,while All India unions are on strike has also miserably failed. 99% of the Circle Unions refused to reach Circle level agreements and categorically told the Chief PMsG to discuss with their All India leadership and reach settlement at Delhi level. Percentage of the strike increased further in all states and it has reached its peak on 4th June (Monday), almost 100% in all states.

Confederation National Secretariat calls upon all its affiliates and C-o-Cs to extend full support and solidarity to the striking GDS. Don’t hesitate. Grab the seriousness of the situation and jump into action. Take initiative to form strike aid Committees at all places. Extend financial assistance to the needy GDS who are on strike. Organize various types of protest and solidarity action daily under the banner of strike –aid committee or confederation. Approach MPs, MLAs, Ministers, distinguished personalities and organizations and request them to intervene.

All GDS Unions including pro-BJP BMS Union has unanimously decided to continue the strike till settlement of their demands. Strike may prolong further due to the negative attitude of Government. GDS unions are ready to continue their struggle. There is no wavering or confusion anywhere. The strategy of the department to make them starve and then surrender has also failed.

Remember, after 1946 P & T strike which lasted for 26 days and after 1974 Railway strike which lasted for 25 days, this heroic struggle has taken place and three lakhs most down trodden GDS has did it. We should understand the significance of this strike and come forward to extend all out support. Once the bus is missed, you cannot catch it again.

DEMANDING  IMMEDIATE  IMPLEMENTATION OF  KAMALESH CHANDRA COMMITTEE REPORT

The historic strike of three lakhs Gramin Dak Sevaks has entered 15th day. Six round of discussions held so far has failed to reach an honourable settlement due to the indifferent and negative attitude of the Govt. and Postal Board. “Call off the strike first, then we will discuss” attitude of the Central Government cannot be accepted by any Unions. The sugar-coated appeals of the Secretary, Department of Posts could not create any impact on the striking GDS. Nobody resumed duty. Percentage of the strike reached all time high on 4th June (Monday). All attempts of the Govt. and Postal Board to break the strike have miserably failed.



GDS are becoming more and more restive and anger and protest is growing day by day. The situation may go out of control of the Postal Board and Officers, as happened in Hyderabad on 04.06.2018. About 7000 GDS including 1000 ladies mobilized in front of the CPMG Office and protested for about five hours. GDS on strike are committing suicide and sudden deaths are taking place every day. In this situation, a full-fledged meeting of the Postal JCA will be held shortly and the possibility of All India solidarity strike will be explored in all seriousness.



In the meantime, the NFPE and FNPO has decided to organize five days mass relay hunger fast (10am to  5 pm) in front of all Chief PMsG Offices on 7th, 8th, 11th, 12th & 13th June 2018 demanding immediate implementation of Kamalesh Chandra Committee Report. The striking GDS Unions has already given call for indefinite relay hunger fast in front of all Divisional Offices from 6th June 2018.



As a second phase of programme Secretary General NFPE & FNPO and All India office bearers and General Secretaries of it’s affiliated unions will sit on two days relay Hunger Fast on 18th & 19th June 2018 in front of Dak Bhawan, New Delhi.



We have given a Joint letter of PJCA to Secretary, Department of Posts, informing that NFPE and FNPO will be compelled to join the strike if strike demand is not settled immediately by accepting the reasonable demands of the striking GDS Unions (Letter published separately).



NFPE and FNPO calls upon all its affiliated unions and Circle/Divisional Secretaries to make the five days relay hunger fast in front of Circle Offices a grand success by mobilizing huge participation of employees. Also extend full support and help to the indefinite relay hunger fast of striking GDS unions infront of all Divisional Offices from 6th June 2018.

Sub: -  Ongoing GDS Strike.

As you are aware the strike of the GDS Unions demanding immediate implementation of positive recommendation of Kamalesh Chandra committee is continuing. All the four GDs Unions are on strike and the functioning of 1,29,500 Branch Post offices has been paralysed. In remaining departmental offices also work is badly affected.

Instead of taking a positive approach to discuss and settle the demands amicably, the stand of the Department and Govt. that “strike should be withdrawn first and then only discussion”, “no minutes or agreement” etc. cannot be accepted by trade Unions of its name. The attitude of the Govt. and Department is condemnable.

As GDS has not raised any unreasonable demand, prolonging the strike further will complicate the situation. We, the Federation, shall not remain as silent spectators, when 2.76 lakhs GDS who are an integral part and backbone of the rural Postal services are on strike for 15 days.

We hereby like to inform you that if the strike is not settled by accepting the reasonable demands of the striking GDS Unions immediately, NFPE and FNPO and all its affiliated unions will be compelled to join the strike with short notice. We have already notified the meetings of our managing bodies to take a decision in this regard.

We earnestly hope that the Secretary, Department of Posts, shall come forward to negotiate and settle the legitimate demands of the striking GDS Unions forthwith, before the situation goes from bad to worse.

The historic indefinite strike of all the four GDS unions entered fourteenth (14th) day today. As per the report received from all Circles/Divisions GDS Strike is near total everywhere. In Hyderabad about 5000 GDS Unions members, NFPE and FNPO plus other trade Unions blocked the Chief PMG office. In Shimla Himachal Pradesh Thousands of GDS are sitting on dharna. In Andaman Nicobar Islands all the GDS are on strike. More reports are pouring in from various Circles.

The Secretary, Department of Posts has called the striking GDS Unions for formal discussion at 4 PM today (04.06.2018). All are requested to keep the tempo high and make the strike 100% everywhere.

तीन लाख ग्रामीण डाक सेवकों की अभूतपूर्व हड़ताल *सोमवार को 14वें दिन में प्रवेश कर जाएगी*। इसके असर से ग्रामीण डाक सेवाएं ठप्प हो गई हैं। *155000 में से 129500* ग्रामीण *डाकघर पूरी तरह से बंद* पड़े हैं।जीडीएस अपने लिए *आसमान से चाँद लाने की मांग नही कर रहे हैं।*
 
वे अपने न्यायोचित वेतन संशोधन की माँग कर रहे हैं। यदि 32 लाख विभागीय कर्मचारियों का वेतन संशोधन 7वें वेतन आयोग की रिपोर्ट देने के आठ महीनों के भीतर लागू किया जा सकता है तो फिर तीन लाख अल्प वेतन भोगी जीडीएस कर्मचारियों के वेतन संशोधन में18 महीनों के अनुचित और अन्यायपूर्ण विलंब का औचित्य क्या है? जब जीडीएस के वेतन संशोधन की बात आती है सिर्फ तभी विभाग में संसाधनों में कमी का रोना क्यों रोया जाता है?क्या जीडीएस इस कमी के लिए जिम्मेदार हैं? नहीं बिल्कुल नहीं।

डाक विभाग के *देवता* और केंद्र सरकार *अठारह महीनों* से मदहोशी की नींद में डूबे हुए हैं और गरीब *जी डी एस कर्मचारी सिर्फ इंतजार..इंतजार.. और..इंतजार ही कर रहे हैं..*।यह हड़ताल लंबे समय व्यग्रतापूर्वक प्रतीक्षा कर रहे हासिये पर डाल दिये गए कर्मचारियों के आक्रोश और असंतोष के विस्फोट का स्वाभाविक परिणाम  था।

फिर अचानक *सोये हुए देवता* जाग उठे।जैसे नादान बच्चों को चाकलेट बांटी जाती है, *सभी तरफ से सभी विभाजनकारी भाषाओं में आंदोलन खत्म करने की अपीलों  पर अपीलें आने लगीं।* लेकिन *96% ग्रामीण डाक सेवक पूरी तरह एकजुट होकर अपने संघर्ष में जुटे हुए हैं।*

उन्होंने प्रण लेकर यह घोषणा की है कि वे *अपने सम्मान और स्वाभिमान का कभी समर्पण नहीं करेंगे भले ही हड़ताल लंबे चलने की हालत में उन्हें या उनके परिवार को भूखा रहने या मरने की ही नौबत क्यों न आ जाये।*

वे जानते हैं कि हमारे देश को आजादी मिलने के पहले अनेकों ने अपनी जिंदगी के बलिदान सहित बहुत सारी कुर्बानियां दी थीं। *महात्मा गांधी* ने अंग्रेजों को साफ़ कहा था *तुम मुझे मार सकते हो लेकिन तुम मुझे मजबूर करके सरेंडर नही करवा सकते।"*

 वे जानते हैं कि *दक्षिण अफ्रीका* में सबसे भयावह *नस्लभेद व्यवस्था* को वैधानिक रूप से प्रतिबंधित करने में भी अनगिनत ने अपनी जिंदगी और सर्वस्व न्योछावर किया था।
*नेल्सन मंडेला* ने उन्हें सिखाया कि *न कभी हिम्मत हारो और न ही कभी समर्पण करो।*

वे जानते हैं कि *अमेरिका* में *दास प्रथा* को कानूनन खत्म करने के पहले बहुतों ने अपनी जिंदगी और सबकुछ बलिदान किया था।
*मार्टिन लूथर किंग* ने उनसे कहा था कि *दासता से मुक्ति मेरा एक सपना है और वो सपना सच हुआ।*

*जीडीएस व्यवस्था एक भिखमंगी व्यवस्था है और यह एक बंधुआ मजदूरी और गुलामी के अलावा और कुछ भी नहीं है*।ग्रामीण डाक सेवकों का नायकों जैसा यह संघर्ष निश्चित रूप से गुलामी की प्रणाली, जो कि भारतीय लोकतंत्र के चेहरे पर *काले धब्बे* के समान है के अंत की शुरुआत है।

वे जीडीएस और विभागीय कर्मचारी(यद्यपि केवल कुछ राज्यों में)जिन्होंने समाज के इस सबसे निचले तबके के लोगों के उत्थान के लिए आहूत इस ऐतिहासिक संघर्ष में भाग लिया, वे *इतिहास में सदा याद किये जायेंगे और उनकी कुर्बानी बेकार नहीं जाएगी।*

 सरकार समर्थित नौकरशाही में बैठे हुए  अधिकारी यह प्रचार कर रहे हैं कि जीडीएस ने,जिसमें चारों यूनियनें शामिल हैं, *अनिश्चितकालीन हड़ताल पर जाने की बहुत बड़ी गलती और अक्षम्य अपराध किया है।* हम ऐसे लोगों को एक पुरानी शिक्षाप्रद कहावत याद दिलाना चाहते हैं कि *यदि आपके दरवाजे पर कोई भिखारी आये और आप उसको कुछ भी पैसा देना नहीं चाहते तो मत दीजिये लेकिन अपने कुत्तों को उसे काटने के लिए मत दौड़ाइये।* जीडीएस को अपनी तकदीर के लिए खुद लड़ने दीजिये।सरकार उनके अधिकार को मान्यता दे या ना दे। *यह संघर्ष इतिहास का अंत नही है और ना ही यह अंतिम संघर्ष है*। *जब तक अन्याय और भेदभाव रहेगा,हड़तालें और विरोध भी बार बार उसी तरह से पैदा और आयोजित होते रहेंगे जैसे फीनिक्स पक्षी अपने पूर्वजों की राख से उत्पन्न हो जाता है।*

अब गेंद सरकार और डाक विभाग के पाले में है। इसे कैसे खेलना है इसका फैसला उनको ही करना है। एक के बाद एक पैम्फलेट जैसी अपीलें बंटवाने की जगह *हड़ताली जीडीएस यूनियनों को बातचीत के लिए बुलाने और एक सम्मानजनक समझौते तक पहुंचने में गलत क्या है?* पोस्टल बोर्ड की उच्च नौकरशाही की मानसिकता आखिर है क्या?
 
क्या वे पुराने दिनों के मदहोश जमींदारों की तरह सोच रहे हैं और उम्मीद कर रहे  हैं कि *जीडीएस के नेतागण केवल उनकी आज्ञा का पालन करेंगे और उनसे कोई सवाल नही करेंगे।* *माफ कीजिये!वे बहुत बड़ी गलती कर रहे हैं। उन्हें दीवार पर बड़ी स्पष्टता से लिखी इबारत को समझना चाहिए।* केवल परस्पर विश्वास और सदभावना ही हड़ताली जीडीएस कर्मचारियों के दिलोदिमाग में आपसी बातचीत के माध्यम से समस्याओं के समाधान का भरोसा पैदा कर सकता है।

हमें आशा है कि ताकत के दम पर दमन करने की प्रवृत्ति के ऊपर सद्भाव की सदवृति विजयी होगी। *हम यह पूरी तरह से साफ कर देना चाहते हैं कि दमन,उत्पीड़न अथवा बलपूर्वक किसी भी तरीके से हड़ताल को तोड़ने या कुचलने का कोई भी प्रयास* परिस्थितियों को केवल जटिल ही करेगा और *समस्त केंद्रीय शासकीय कर्मचारी किसी भी कीमत पर हड़ताली ग्रामीण डाक सेवकों की सुरक्षा और समर्थन के लिए बाहर आने पर मजबूर होंगे।*

Dear Comrades,

The GDS Unions'  (AIPEU-GDS, AIGDSU & FNPO) indefinite strike completed its 13th day and entered 14th day by tomorrow (Monday).

No change in the situation.

It is decided to continue our strike till our demand is reached with an honourable settlement. The BEDEU  (BMS union) is also continuing its strike.

The efforts of the GDS comrades at field units by submitting representations to the Hon'ble Governors, Members of Parliament, Central Ministers, Chief  Ministers of some States, solidarity participation of many other Central Govt., State Govt., Employees orgranizations with the GDS struggle might have attracted the attention of the Govt.  by this time.

However, we should continue our struggle.

This is a determined struggle for the life of our GDS.

We have contacted all the Circles and divisions yesterday and today and there is no confusion or wavering any where. Strike is total in all States and GDS Branch Postoffices are not functioning anywhere.

It is very much insipring and appreciable that in Andaman & Nicobar Islands, which are far far away from the main land the GDS are conducting strike. There are about 73 Branch Postoffices in A&N Islands (WB Circle)
