Sub: Irregular occupation of staff quarter for office purpose.

          It is very much shocking to find that Divisional Administration has given permission to occupy one of the Four Type-111 quarters earmarked as Post-quarter of Postmaster located inside Keonjhargarh HO campus for functioning of two Sub Divisional offices and keeping PLI/RPLI records etc., damaging its original structure without permission of competent authority.

          It is needless to mention that the staff quarters have been built for the staying of staff, which should not be utilized normally for other purposes overlooking the welfare of staff members. If it is felt that the available space inside the HO building is not adequate to accommodate the Divisional and Sub Divisional offices, then alternate arrangement could have been made either by constructing vertical expansion of the building or hiring rented building. As per Rule, accommodation constructed to serve as quarters should not be diverted to any other use without previous sanction of Director General.

          The cycle stands constructed for the welfare of the staff is now being used for store and other is being used for Gen sets and staffs are keeping their vehicles under the open sky all over the year.

          If the present incumbent, the officiating Postmaster is not availing the post-quarter, the same could have been allotted to some other intended eligible staff as per the provision of Rules by suspending the post-quarter for the time being. As you know, scarcity of residential accommodation in Keonjhar town is very acute and the staff is wandering for the same without having a staff quarter for themselves. In this situation the post-quarter could have been allotted to them under staff welfare measure. But without doing so, the post-quarters has been mal-utilized for other purpose.

          The decision for functioning of office in the building of staff colony overlooking the inconvenience of the occupants is totally deplorable. There is apprehension of braking the peace atmosphere, privacy and free movement of family members staying in adjacent quarters, if Sub Divisional offices go on functioning inside the residential area which is against the welfare of staff.

           Therefore, this union is strongly protest such unilateral decision of the Administration and urged upon to stop the act of misutilizing post-quarter of Postmaster from any other use and same may be allotted to other needy officials till the joining of regular incumbent entitled to the post-quarter. It is further requested that the balcony of the quarter (original structure) which has been broken unauthorized for constructing stairs for new arrangement may be restored immediately.

The 4th DWC meeting of the union

The 4th DWC meeting of the union was held at PRC, Keonjhargarh HO on 01.12.2013 at 10 AM under the president-ship of Com. Sharat Chandra Patra. At the outset, the DWC paid its homage in memory of departed soul of all those comrades, political leaders, Artists, innocent public and other known or unknown personalities from our union fraternity, who have passed away during the interval since last DWC.

  1. The work report on proceedings of last DWC held on 28.07.2013 was presented by Com. A.K.Mishra, Divisional Secretary for elaborate deliberation, discussion and adaptation. The report was unanimously approved by the House.
  2. Veteran leader Com. K.C.Das shared his observation on monthly union meeting with SPOs. He pointed out some lacuna in conducting monthly meeting. He also advised to form Mahila Sub committee in our branch immediately as per directives of CHQ.
  3. Com. S.C.Samal, Divisional Secretary, Postman & MSE put forth present problem of staff, financial position and organization.
  4. Com. D.K.Mahapatra, Divisional Secretary, AIPEU-GDS (NFPE) ventilated the facts on financial matter. Though the monthly subscription from members is being recovered from salary regularly, but the same is not disbursed to his union due to technical problem, which will be resolved very soon, he added.
  5. Com R.K.Naik, Finance Secretary exhibited the accounts made after last DWC and he stated that union subscription is being collected through pay recovery and quota is being remitted regularly.
  6. While reviewing the agendas of monthly meetings with Divisional Superintendent, it was observed that a number of items pertaining to staff problems are not being attended by the Divisional Office with sincere and promptitude. The House expressed dissatisfaction over the in-action of the administration towards solving staff problems and fulfilling genuine demands.
  7. After a joint discussion on ensuing All India Conference of Postman /MSE at Cuttack, the following resolutions were adopted.

  1. It has been decided to contribute ` 1000/ per member of Postman/MSE union.

  1. As it will be an event of glory for Odisha Circle to host such a conference at Cuttack and also it is the duty as fraternal organization to upkeep the prestige of Odisha comrades, Divisional Secretary, Group-C, has appealed to all members to donate at least ` 200/- each and the proposal was accepted by the house.

  1. It was agreed unanimously that GDS members will contribute ` 50/- each for the conference.

D.  The prescribed amount may kindly be remitted to Sri S.C.Samal, Divisional Secretary, Postman / MSE or to the concerned Divisional Secretaries of the member.


The meeting ended with vote of thanks to the chair and the members attended.

On 09.12.2013 Workplace Training Centre was inaugurated by Shri K.Behera, SPOs, Keonjhar. Shri B.N.Jena, ASPOs, Keonjhar East, Shri Perei, IP, Keonjhar West, Shri S.B.Hota, Sr System Administrator, Shri Harihar Nayak, Postmaster and other staff were present on that occasion.

The specimen Membership Form is placed hereunder. All are requested to download the same and use for enrolling membership in our All India Postal & RMS Pensioners Association.

In Chennai it has been decided to fix annual membership from April to March of every year Rs.240/- with the understanding that the CHQ and State Association will get the quota of 50/- each and the balance 140/- will be retained by the District or Divisional Association as the case may be. This will be finally decided through our bye-law to be approved in our All India Special Conference in February 2014; Meanwhile you are at liberty to decide at your State level about the quantum of membership subscription per year.

The full list of All India Steering Committee of our Association will be placed in our website in a day or two, so that all comrades can contact the respective State Representative and plan for building the Association in their branches and States.

A lot of phone calls are coming to the General Convenor from various comrades and friends from different districts of all Circles showing much interest in formation of Division / District branches of All India Postal & RMS Pensioners Association. All are requested to contact the respective Circle Representative above and plan about forming branch associations.
Delhi State Conference:The State Conference of Postal & RMS Pensioners Conference is just conducted on 19th September, 2013 in New Delhi in a very grand manner. A panel of Comrades with Comrades Rajendra Prasad as President; N.K.Vashist as State Secretary; Sankarpal Singh as Deputy State Secretary; and Satyaprakash as Treasurer was unanimously elected.
Tamilnadu State Conference: A Steering Committee consisting of 23 Members with Comrade K.Ragavendran as its Convenor has been formed to conduct the State Conference of All India Postal & RMS Pensioners Association for Tamilnadu State. The State Conference will be held on 22nd December, 2013 in which Comrades S.K.Vyas Secretary General NCCPA; D.K.Rahate Chairman and T.Narashimham Vice Chairman of AIPRPA are attending besides some important leaders of Sister Pensioner Organisations.
The following general guideline is given regarding formation:
< !--State representatives will take immediate interest in organising a meeting of important Pensioners comrades / friends from various districts of their States to form the STATE STEERING COMMITTEES.
< !--TheSTATE STEERING COMMITTEE will appoint DIVISION / DISTRICT STEERING COMMITTEES according to their conditions and entrust the responsibility to organise membership immediately by visiting the houses of pensioners and or going to different Post Offices on the day Pay / Pension Payment Day.
< !--Model Membership Form has been placed in this Website – All are requested to download the same and photocopy the forms to obtain signatures from members. At present an annual membership of Rs.240/- is suggested, but the State Steering Committees may decide about the membership fee for their respective States. It should be borne in mind that from the membership fee collected by Divisions / Districts, a sum of Rs.50/- shall have to be remitted each to the State and All India bodies. However, this quota amount to State and All India will be finally decided as per the Constitution / Bylaws to be finalised at the Special Conference of the All India Association.
< !--A Circular in regional language may be printed by the State / District Steering Committee Convenor for circulation among the Postal & RMS Pensioners to give a clear picture about the formation of our All India Association. The First Circular of the All India Steering Committee can be used for necessary materials for printing such Circulars at State / District level.

< !--As already circulated it must be our endeavour to complete the formation of Division / District formations at the earliest to enable organising special conference / convention at State level to form the State organisation of All India Postal & RMS Pensioners Association before January 2014.
< !--The All India Special Conference will be organised in February 2014 to form the All India Organisation. Therefore State level formation in all States shall be completed prior to the All India Conference.

< !--Approach all Divisional Secretaries of Postal Federations in order to enlist their support and solidarity to the formation of All India Postal & RMS Pensioners Association. Keep in mind that NFPE Secretary General Comrade M.Krishnan has already directed all NFPE Unions to extend total support.
